Evan Mecham, former P-51 Fighter Pilot, POW, Governor of Arizona, and now chairman of the Constitutionists' Networking Center (CNC), has announced the CNC's latest affiliate. CNC is a limited membership organization founded in 1993. Its goal is a "government again operating within the limits prescribed by the Constitution."  

"We are honored and proud to add General Raymond G. Davis and ABOUT FACE AMERICA (AFA) to the growing number of individuals and organizations electing to affiliate with the CNC" said Mecham.  The  AFA's  National chairman is General Raymond G. Davis, USMC (rtd). He is challenging America's Veterans, whom he fondly refers to as a National treasure, and the leaders of America's churches to become active in the political process.  

Following his career with the U. S. Marine Corps (wherein he earned the Medal of Honor), General Davis became concerned over the clearly unconstitutional actions of government. "Being a man of honor and integrity, he has elected to continue to honor his oath ‘to protect and defend the Constitution from all enemies foreign and domestic' through the ABOUT FACE AMERICA program" continued Mecham.  

Because of their common concern and goal, the AFA and CNC have issued a joint communiqué citing the need for Americans to heed the Republican governors warning of 1994 saying that  "Federal action has exceeded the clear bounds of its jurisdiction under the Constitution and thus violated rights guaranteed the people"  and for them to make a commitment to network with one another for the purpose of reclaiming control of government to enable the unconstitutional "Federal actions" to be corrected.  

Asked why the focus on Veterans and church leaders, General Davis said: "it's a natural fit. Veterans are still under oath to protect and defend the Constitution. And since it's the sacred biblical principles and traditional values upon which our Nation was founded that are being destroyed, our Nation's church leaders have a vested interest and moral obligation to get involved. These two groups, more than any others, are properly positioned and have the community respect needed to help create an undeniable political force capable of reclaiming control of government."

Subject: An appeal for help  

To: Our fellow Americans  

Upon entering military service, we, like everyone who has served or is now serving our Nation as members of the military, took an oath to "protect and defend the Constitution for the united States of America from all enemies, foreign and domestic. I, General Davis, served in the South Pacific during W.W.II, Korea (where my troops earned me the Medal of Honor), and Vietnam. I, Evan Mecham, spent my service time in the European theater as a P-51 Fighter Pilot, was shot down, and served time as a POW.  Our efforts, like those of everyone who has served in the military, was devoted to helping retain America's independence, your individual liberty and the sacred principles our Nation's founders intended for America.  

It's with great sorrow that we now find our Nation's founding principles and traditional values being destroyed from within. Perhaps our Nation's Republican governors best summarized the need for this letter in 1994 when they unanimously agreed that  "Federal action has exceeded the clear bounds of its jurisdiction under the Constitution and thus violated rights guaranteed the people."  

It's because of this unconstitutional "Federal action" that we have agreed to network with one another. God willing, we will continue to honor our oaths of office and those who sacrificed so much in the creation and preservation of this Nation.  But, we can't do it without you!  Bullets and bayonets are not the solution to our problem; nor need they be as our Nation's founders provided us the tools we need to peacefully solve it. For these tools to be effective however, there must be unity of spirit and action among the millions of responsible, concerned Americans. We are therefore asking each of you to join with us in spirit and action to implement a plan designed to optimize our probability of success.  

Our challenge is to quickly and efficiently use the tools we have available. It's to build an undeniable political force; one having the capability of insuring our elected and appointed public servants also honor their oath of office or be held accountable should they fail to do so.  Our challenge is to create a team for the purposes of Taking America Back, of returning control of our governmental institutions to those willing to honor their oath of office and to help AMERICA do an ABOUT FACE!  It is to see government again operating within the limits prescribed by the Constitution, the goal of the CNC and one endorsed by ABOUT FACE AMERICA.  

Additional reasons for us to accept our challenge and a few specific actions which might apply to you are included within enclosure 1.  We ask that  you study them carefully and pray that God will inspire you to join with those of us committed to Taking America Back to the policies, principles, and procedures found in our Nation's Constitution and the traditional values so highly cherished.

CNC LAYS ITS FOUNDATION

Evan Mecham, Chairman of the Constitutionists' Networking Center, has approved the following premises as the basis for CNC's position on issues and its goal and objectives. 

1.  The Declaration of Independence is our Nation's birth certificate and the cornerstone of our Constitution  For lawful government to exist, its principles, policies and procedures must be pursued in conducting our Nation's affairs. 

2.  There can only be one set of Supreme policies and laws for any nation.  For the U.S., the set includes our Declaration of Independence, Constitution for the U.S. (including our Bill of Rights), the Constitution's for the individual States and all lawfully ratified Amendments whose pros, cons, and full impact were understood by voters and their representatives prior to ratification and whose purpose was, and is, in pursuance of the principles, procedures and intent of our Declaration of Independence and Constitution's Preamble. 

3.  Any lawful change to the form, policies, principles and/or operational procedures of our duly constituted government must be approved by 75% of our state legislatures.  No state has ratified major changes to them.  Therefore, for any Treaty, Charter, Foreign Constitution, Covenant, Legislative Act, International Convention, etc., to be lawful, it must be in pursuance of the spirit and intent of the principles set forth in the Supreme policies and Laws of our Nation. 

4.  The Constitution of the United States is a Compact between sovereign and independent states.  Through it, they created the federal government as their AGENT.  As the principals to the Constitution and under the Law of Agency, it is our States who possess the ultimate authority and responsibility for its proper interpretation and implementation. 

5.  The U. S. Supreme Court was correct in saying: 

    a. "This Court has regularly and uniformly recognized the supremacy of the Constitution over a treaty."   (Reid vs Covert) 

   b. "a law repugnant to the Constitution is void."  (Marbury vs Madison) 

   c. "Where rights secured by the Constitution are involved, there can be no rule making or legislation which would abrogate them."  (Miranda vs Arizona) 

6.  The Constitution's 10th Amendment stating "the powers not delegated to the United States by the Constitution .... are reserved to the States respectively, or to the people" and the statement in Federalist Paper #41 saying "For what purpose could the enumeration of particular powers be inserted if these and all others were meant to be included in the preceding general power" provide incontestable evidence that the only lawful powers of the Federal Government are those enumerated in the Constitution of the United States. 

7.  No Federal Agent has, nor has ever had, the lawful authority to dissolve the Constitutional Compact nor distort its purposes and intent as provided in its Preamble. 

8.  Our Constitution's Art. 1, Sec. 1 saying: "All legislative power herein granted shall be vested in a Congress . . . which shall consist of a Senate and House of Representatives" makes it clear that Treaties, being the purview of the President, cannot lawfully create new or modify existing law and that any pretense to use them to do so is an unlawful act.

JUST WHO ARE THE REVOLUTIONARIES

Millions of Americans are engaged in a silent revolution. Unfortunately, their effort has enjoyed little success for many reasons, one being our major media's slanderous characterization of them as "anti-government" and revolutionaries. The Constitutionists' Networking Center (CNC) chaired by Evan Mecham rejects this characterization. The CNC maintains that lawful government consists of the policies, principles and procedures set forth in our Declaration of Independence, Constitution (to include the Bill of Rights), Constitutions for our individual States, and the lawfully ratified Amendments whose purpose was - and is - in pursuance of the intent of these documents and that they've been violated. 

The CNC agrees with the Republican governors who, on 11-22-94 said: "Federal action has exceeded the clear bounds of its jurisdiction under the Constitution and thus violated rights guaranteed to the people." According to Walter Myers, the CNC’s Executive Director, "the ‘Federal action’ was the work of, and continues to be supported by, counter-revolutionaries attempting to overthrow the lawful government of the united States. If indeed Constitutionists' are revolting, its because they know of the need for a counter-counter revolution directed at returning government to within the limits prescribed by the Constitution; the goal of the CNC."

The CNC believes the quickest, most efficient, and perhaps only way the CNC goal can be realized is through unity, not in body - but in spirit and on the few actions through which the CNC’s goal can be reached. Perhaps Medori Severi said it best when he wrote: "until we abandon our manifold private agendas and unite, we will merely be hapless observers standing at the bottom of a dark, deep pit, wistfully hoping to save the world, but really doing little more than breaking the fall of compatriots who are pushed in on top of us. Only by uniting in a common effort devoid of subjective paradigms will we be able to mold the human spirit upon which we may ascend to freedom. That is the real and true meaning of the term, ‘united States’; in the modern sense, the people of America united to defeat Fascism, the ancient and eternal enemy of all humankind." 

With the Constitution as the basis for unity, there can be a "common effort devoid of subjective paradigm," an elimination of subjective discussion, an enormous jump in efficiency and an honoring of Gillaume Pitt’s advice saying "every meeting, every conference, and every conversation is a failure that does not produce an army. The first requisite of an army is to subscribe to service. It is not your mission to discover how God will use you; that is for God alone to know. If it is Gods wish, it will be revealed to you. At this moment in history your only mission is to serve with honor and succeed, but if you imagine you can either serve or succeed without God, you are in the wrong army."

A TREND OR ABERRATIONS

In spite of Americas controlled media reporting that many Americans are willing to overlook "zippergate" so long as the President is doing his job, there are those questioning how well its being done.  

In 1994, our States Republican governors unanimously agreed that "Federal action has exceeded the clear bounds of its jurisdiction under the Constitution and thus violated rights guaranteed the people." 

Over twenty States have now passed 10th Amendment Resolutions re-affirming that all powers not delegated to the Federal government via the Constitution are reserved to the States and the people. 

Though the overall sales of records is down, that of gospel music is up over thirty percent. 

In Wisconsin, two committees in the State legislature have passed a bill directing the States attorney general to file a lawsuit directly with the U. S. Supreme Court under the provisions of Art. III, Sec 2 challenging the constitutionality of the United Nations Charter. This lawsuit was prepared by retired judge J. J. Boesel, one of seven members of the Constitutionists' Networking Center (CNC).  This is the only known organization having a written plan designed to help unify the activities of people supportive of the Republican governors pledge to "restore to the States and the people the prerogatives and freedoms guaranteed them under the Constitution." 

The CNC finds these facts encouraging. Americans are awakening! The challenge is to harness their political potential and to turn it into an undeniable political force. The CNC is chaired by Evan Mecham, a former governor of Arizona. Its plan is unique in that it offers concerned individuals and organizations who are united in spirit an opportunity to also unite in action without any sacrifice in their independence to pursue their special interests. The plan is set forth in section 2 of the book To Tame a Tyrant. It identifies some of the most important actions that the CNC feels the governors were alluding to in their 1994 allegation and offers a plan supportive of their pledge.
