Dear Commissioners: 

On 11-22-94, our nation's incumbent Republican governors alleged via the Williamsburg Resolve that "Federal action has exceeded the clear bounds of its jurisdiction under the Constitution and thus violated rights guaranteed the people." I find this not only true but to harbor serious implications for our nation. 

The effort to "condition" the United States for its role in the New World Order (the admitted purpose of the Council on Foreign Relations) includes the elimination of some existing government entities, including our Counties. This will facilitate full implementation of Regional Governance, a part of the dictatorship under which non elected bureaucrats will, with the help of a "world wide police force" (see the definition of the New World Order on page 61 of incl. 1 to attachment 1), enforce the edicts of the "Supranational authority" hoping to rule the world. Examples are the consolidation of the Kansas City, KS and Wyandotte County governments, and abolition of all county governments in Massachusetts. 

If our nation's demise and entry into Global governance (its planned for 2000 according to The report of the Commission on Global Governance; a Commission sanctioned by the U.N.) is to be averted, it's clear that government officials at the State level and below must urgently and responsibly act. In view of this, I have prepared the attached fact sheet for you and pray that you will take the actions requested therein.  

Please advise me of your decisions regarding my requested actions.

FACT SHEET- prepared for County Commissioners, Douglas County, Kansas 

PURPOSE: This FACT SHEET is intended to provide you with information that will allow you to make an informed decision regarding my requests for action by the Commission. 

FACT: On 11-22-94, our nation's Republican governors alleged via the Williamsburg Resolve that "Federal action has exceeded the clear bounds of its jurisdiction under the Constitution and thus violated rights guaranteed the people." Some actions that I find to support this allegation are covered in my book To Tame a Tyrant; a copy of which is at inclosure 1; in the Call to Action at inclosure 2 and in Presidential EO 13107. I especially want to call your attention to items 8, 14 and 15 of inclosure 2. 

FACT: On 1-10-99, EO 13107 became law. It's one of a series of acts designed to undermine our Constitution, vitiate our God given rights, and destroy the concept of government of, by and for the people. Extracts of the EO follow. 

"Sec. 4.  Interagency Working Group on Human Rights Treaties.  
(a) There is hereby established an Interagency Working Group on Human Rights Treaties for the purpose of providing guidance, oversight, and coordination with respect to questions concerning the adherence to and implementation of human rights obligations and related matters........ 
(c) The principal functions of the Interagency Working Group shall include:  
    (i) coordinating the interagency review of any significant issues concerning the implementation of this order and analysis and recommendations in connection with pursuing the ratification of human rights treaties, as such questions may from time to time arise;  
   (iv) developing effective mechanisms to ensure that legislation proposed by the Administration is reviewed for conformity with international human rights obligations and that these obligations are taken into account in reviewing legislation under consideration by the Congress as well;  
   (v) developing....mechanisms for....monitoring of the actions by the various States, Commonwealths, and territories of the United States and, where appropriate, of Native Americans and Federally recognized Indian tribes, including the review of State, Commonwealth, and territorial laws for their conformity with relevant treaties...."  

FACT: It's self evident that the "monitoring" of all "actions" and "laws" to insure "conformity with relevant treaties" amounts to an acceptance of treaties as being superior to our Constitution. This is contrary to the U.S. Supreme Court‘s statement saying: "This Court has regularly and uniformly recognized the supremacy of the Constitution over a treaty" (Reid vs Covert) and amounts to the formal installation of Global governance over America!  

FACT: Those who've studied the Human Rights Treaties know they subvert our inalienable God given Rights as set forth in our Bill of Rights. Therefore, this EO is another and very serious "Federal action" in violation of our Constitution.  

FACT: The Federal government admitted in PL 313 that the U.N. Charter is unconstitutional by saying: "Whereas the existing state of war....and the termination thereof...would render certain statutory provisions inoperative.... Whereas some of these statutory provisions are needed to insure the ...capacity of the United states to support the United Nations....it is desirable to extend these statutory provisions." These "statutory provisions" are the Emergency Powers legislation this nation has been under since March 9, 1993.  

CONCLUSION:  
The above facts make one thing clear! If our nation's demise and entry into Global governance (its planned for 2000 according to The report of the Commission on Global Governance; a Commission sanctioned by the U.N.) is to be averted, government officials at the State level and below must urgently and responsibly act. Clearly, the need for meaningful action to stop this national suicide has never been greater! And just what action would be most meaningful? Before trying to answer this question, let's look at the sources of our authority for making needed changes. I suggest that in Kansas it comes from:  

        1. Paragraph 2 of the Bill of Rights found in the Constitution for the State of Kansas which says: "All political power is inherent in the people, and all free governments are founded on their authority....."  

        2. Paragraph 20 of our State Constitution which reads: "Powers retained by the people.  This enumeration of rights shall not be construed to impair or deny others retained by the people; and all powers not herein delegated remain with the people."  

       3. Our Declaration of Independence wherein we find: "...Governments are instituted among Men, deriving their just powers from the consent of the governed.  That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government."  

In consonance with these constituted powers and the law, "we the people" of Kansas have many options with potential to produce meaningful change directed at returning government to within the limits prescribed by the Constitution. The options can be placed in one of two categories: 1. those which could be undertaken by elected officials at some level of government and..... 2. those which "we the people" could take through a unified effort devoid of participation by our elected officials except when carrying out their delegated responsibilities.  

Options falling under category 1 include:  
        a.  Nullification of all "Federal action" exceeding constitutional authority by our City Councils, County Commissions and/or our State legislature. Our nation's history is rich in application of the Doctrine of Interposition.  
        b.  The establishment of formal groups by governing bodies to examine the Republican governors allegation. Should the evidence show the allegation to be true, it should be turned over to a Grand Juries for action.  
        c.  Legal action to include the State's Attorney General filing a lawsuit challenging the constitutionality of the U. N. Charter directly with the U.S. Supreme Court. (the Federal government admitted in PL 313 that the Charter is unconstitutional)  
        d.  The elimination of computerized voting to insure the integrity of the ballot box.  

REQUESTED ACTIONS:  In view of the above and to help dispel the growing distrust in government, I ask that you honor your oath of office and avoid the risk of being guilty of any criminal activity by taking three actions. I request that you:  

1. establish an independent panel of randomly selected voters to investigate the Republican governors allegation. Should it be found true, I further ask that you act to insure those responsible for taking and/or perpetuating the unlawful "Federal action" be held accountable.  I offer inclosure 3 as a proposed resolution for your consideration and decision.  

2. send a letter similar to inclosure 4 to our State's Attorney General demanding she file a lawsuit directly with the U. S. Supreme Court challenging the constitutionality of the U.N. Charter.  

3. Send a letter similar to inclosure 5 to your counterparts in every county in the State of Kansas asking they join you in action designed to help make the Republican governor's pledge "to restore to the States and the people the prerogatives and freedoms guaranteed to them under the Constitution" a reality.
