ON BEHALF OF THE MEMBERS AND AFFILIATES OF THE CONSTITUTIONISTS’ NETWORKING CENTER, I THANK MS. SZEMES AND THOSE WHO HELPED HER ORGANIZE THIS EVENT. IF MORE PEOPLE WOULD DISPLAY SUCH LEADERSHIP IT WOULD MAKE IT EASIER FOR "WE THE CONCERNED" TO TAME A GOVERNMENT THAT HAS CLEARLY BECOME A TYRANT.

Samuel Adams said: "If ever A time should come, when vain and aspiring men shall possess the highest seats in Government, our country will stand in need of its experienced patriots to prevent its ruin."  I WISH HE WOULD’VE SAID:  "our country will stand in need of experienced patriots with a viable plan providing unity of action to prevent its ruin" for in the early 1980's, I joined many Patriot organizations only to find they didn’t have one.  It left me feeling like the woman who, after her husband said, "You know, I was a fool when I married you" replied, "Yes, dear, but I was in love and didn't notice."

My failure to find an organization having a comprehensive written plan lead to the formation of the CNC on Constitution day, 1993 by about 200 people concerned over our nation’s course and who strongly believe that altering it demands unity - NOT IN BODY- but in spirit and action; a unity which can only be achieved through planning.  For more information on the CNC, see www.grapevine.net/~cnc/

WE IN THE CNC THINK THERE IS A BAD NEWS/GOOD NEWS STORY TO BE TOLD. THE BAD NEWS IS THAT AMERICA IS BROKE; MORALLY, INSTITUTIONALLY, PHILOSOPHICALLY AND FINANCIALLY.  NOWHERE IS OUR MORAL BREAKDOWN MORE OBVIOUS AND PERVASIVE THAN WITHIN OUR GOVERNMENT’S INSTITUTIONS.  FROM OUR CITY HALLS TO THE WHITE HOUSE, ITS TOUGH TO FIND AN OFFICIAL HAVING THE INTEGRITY AND COURAGE TO HONOR THEIR OATH OF OFFICE.  AND FEW WILL ARGUE THAT OUR IMMORAL PRESIDENT IS NOT ONLY A DISGRACE TO HIMSELF BUT ALSO TO HIS FAMILY AND OUR NATION?

AMERICA’S INSTITUTIONAL BREAKDOWN IS THE RESULT OF "WE THE PEOPLE" ALLOWING OUR ELECTED OFFICIALS TO FLAGRANTLY AND UNLAWFULLY VIOLATE THE SPIRIT AND INTENT OF OUR DECLARATION OF INDEPENDENCE, OUR CONSTITUTION’S PREAMBLE AND OUR BILL OF RIGHTS.  BY ABROGATING THEIR RESPONSIBILITIES THEY HAVE ALLOWED OUR NATION TO BE RULED VIA EXECUTIVE ORDERS, PRESIDENTIAL DECISION DIRECTIVES, A PERVERTED USE OF TREATY POWER, AND JUDICIAL LEGISLATION. THIS TRANSFORMATION WASN’T ACCIDENTAL! IT’S THE RESULT OF DELIBERATE "FEDERAL ACTION" INCLUDING A CHANGE IN GOVERNMENT STRUCTURE BROUGHT ABOUT BY THE "RECONSTRUCTION AMENDMENTS" OF THE 1860's WHICH WERE RATIFIED BY STATE LEGISLATURES INSTALLED AT THE POINT OF A BAYONET IF AT ALL; BY TREATIES; SOME OF THE MORE IMPORTANT BEING THE INTERNATIONAL COVENANT ON ECONOMIC, SOCIAL, AND CULTURAL RIGHTS SIGNED ON 10-5-77, THE INTERNATIONAL COVENANT ON CIVIL AND POLITICAL RIGHTS ALSO SIGNED ON 10-5-77, AND THE AMERICAN CONVENTION ON HUMAN RIGHTS SIGNED ON 6-1-77 AND BY THE U.N. DECLARATION ON HUMAN RIGHTS.

AMERICA’S PHILOSOPHICAL BREAKDOWN HAS LEAD US INTO THE SOCIALIST ORBIT. WE’VE ADOPTED EVERY PLANK OF THE COMMUNIST MANIFESTO. AS A RESULT OF EMBRACING ITS 5TH PLANK CALLING FOR THE ESTABLISHMENT OF A CENTRAL BANK, AMERICANS FACE UNPAYABLE PUBLIC AND PRIVATE DEBTS IN EXCESS OF $30 TRILLION. WE ARE NOW CONTROLLED BY AN ARISTOCRACY OF MONEY; NOT BY OUR FOUNDING DOCUMENTS! THE UNCONSTITUTIONAL AND UNBIBLICAL POLICY RESPONSIBLE FOR THIS UNPAYABLE DEBT WAS SUMMARIZED IN TWO STATEMENTS BY THE DEPARTMENT OF TREASURY. BECAUSE OF THEIR IMPORTANCE, I SUGGEST YOU COMMIT THEM TO MEMORY. THEY ARE: 1."THE ACTUAL CREATION OF MONEY ALWAYS INVOLVES THE EXTENSION OF CREDITBY PRIVATE COMMERCIAL BANKS."  2."MONEY TO PAY THE INTEREST ON BORROWED MONEY COMES FROM THE SAME SOURCE OTHER MONEY COMES FROM." IT’S SELF EVIDENT SUCH A POLICY COULD ONLY LEAD US IN TO ECONOMIC BONDAGE AND, AS WE WERE WARNED IN PROVERBS 22:7, IN TO BEING SERVANTS OF THE LENDERS.

WE IN THE CNC FIND THESE TO BE JUST A FEW OF THE ACTS OF OMISSION AND COMMISSION ALLUDED TO BY OUR NATION’S REPUBLICAN GOVERNORS WHO IN 1994 ALLEGED THAT "FEDERAL ACTION HAS EXCEEDED THE CLEAR BOUNDS OF ITS JURISDICTION UNDER THE CONSTITUTION AND THUS VIOLATED RIGHTS GUARANTEED TO THE PEOPLE."

ARE THESE UNCONSTITUTIONAL FEDERAL ACTS INDICATIVE OF "A PLOT AGAINST THE PEOPLE?"  THE LATE TAYLOR CALDWELL THOUGHT SO.  IN HER BOOK "CAPTAINS AND KINGS" SHE WROTE:  "THERE IS INDEED A ‘PLOT AGAINST THE PEOPLE’ AND PROBABLY ALWAYS WILL BE, FOR GOVERNMENT HAS ALWAYS BEEN HOSTILE TOWARDS THE

IT’S INTERESTING TO NOTE THAT AS RECENT AS 1988, THE COMMISSIONER OF IMMIGRATION AND NATURALIZATIONCONFIRMED THAT WE AREN’T BEHOLDEN TO AN INDIVIDUAL, CORPORATION, OR GOVERNMENT; ONLY TO THECONSTITUTION.  HE SAID: "Today you have become a citizen of the United States of America.  You are no longer an Englishman, a Frenchman, an Italian, a Pole.  Neither are you a hyphenated-American -- a Polish-American, an Italian-American.  You are no longer a subject of a government. I WANT TO REGRESS FOR A MOMENT TO OUR NEED FOR DISCERNMENT AND INSURING WE ARE ENGAGED IN MEANINGFUL ACTION.  BENJAMIN FRANKLIN WROTE: "A NATION OF WELL INFORMED MEN AND WOMEN, WHO HAVE BEEN TAUGHT TO KNOW AND PRIZE THE RIGHTS THAT GOD HAS GIVEN THEM, CANNOT BE ENSLAVED. IT IS IN THE REGION OF IGNORANCE THAT TYRANNY BEGINS." HIS REMARK REMINDS ME OF A NEWSLETTER I RECEIVED SAYING:
"NO ONE CAN DO EVERYTHING BUT EVERYONE CAN DO SOMETHING! That is how we will take back our government...But it will require everyone doing something, whatever it is they are capable of doing."

WITH ALL DUE RESPECT TO MR. FRANKLIN, TO THE NEWSLETTER’S AUTHOR AND TO MR. DENNIS GROVER WHO HAS AN ORGANIZATION CALLED KNOWLEDGE = FREEDOM, OUR NEED GOES BEYOND BEING INFORMED.  KNOWLEDGE ALONE DOES NOT = FREEDOM. IT ALONE CANNOT SOLVE OUR PROBLEM!! UNLESS ACCOMPANIED BY MEANINGFUL ACTION, KNOWLEDGE RESULTS IN FRUSTRATION; THE MOTHER OF APATHY. REGRETTABLY, IT ISN’T THAT SIMPLE. MILLIONS OF PATRIOTS HAVE LEFT OUR MOVEMENT BECAUSE OF FRUSTRATION; A LOSS WE CAN’T AFFORD IF WE HOPE TO WIN THE WAR WE ARE ENGAGED IN; A WAR THAT IS SOMETIMES VIOLENT AS SHOWN BY THE AMBUSHES OF THE KAHL FAMILY NEAR MEDINA, NORTH DAKOTA AND THE WEAVER FAMILY AT RUBY RIDGE AND THE MASSACRES IN OKLAHOMA CITY AND WACO.

I SUGGEST THAT THOSE WHO ARE SERIOUS ABOUT WINNING THIS WAR SHOULD BEGIN BY AGREEING TO THESE IMPORTANT TRUTHS.

1. A PROBLEM CAN’T BE SOLVED BY ONLY ADDRESSING ITS SYMPTOMS OR WHILE OPERATING IN A DEFENSIVE MODE DOING DAMAGE CONTROL.  UNFORTUNATELY, THIS IS THE MODUS OPERANDI OF MOST ORGANIZATIONS.

2. IT’S SILLY TO EXPECT THOSE IN OUR FEDERAL GOVERNMENT TO SOLVE OUR PROBLEM. IT’S THE RESULT OF FEDERAL ACTION!!!!  STILL, HAVING US PLEAD WITH OUR FEDERAL OFFICIALS IS THE ONLY ADVISE WE GET FROM MOST ORGANIZATIONS.

3. FOR YEARS, MANY INDIVIDUALS AND ORGANIZATIONS HAVE TRIED TO UNILATERALLY SOLVE AMERICA’S PROBLEM. AT BEST, THEIR EFFORTS HAVE ONLY SLOWED THE PROGRESS OF THOSE SEEKING TO BUILD A NEW WORLD ORDER ON THE ASHES OF OUR CONSTITUTION.

4. TO CORRECTLY ASSESS THE MOTIVES OF INDIVIDUALS AND ORGANIZATIONS, WE MUST JUDGE THEM BY THEIR WALK; NOT THEIR TALK.  IF THEY REFUSE TO HELP DEVELOP A PLAN AND TO WORK WITH OTHERS, THEY ARE A PART OF THE PROBLEM; NOT THE SOLUTION!

5. THE INSTITUTIONAL BREAKDOWN OF GOVERNMENT HAS PROHIBITED - AND WILL CONTINUE TO PROHIBIT - MEANINGFUL CHANGE REGARDLESS OF THE POLITICAL PARTY IN POWER. UNDER OUR SYSTEM OF GOVERNMENT, THE NEEDED STRUCTURAL CHANGE CAN ONLY COME VIA OUR STATE LEGISLATURES.

6. IF WE ARE TO SOLVE OUR PROBLEM, WE MUST CREATE AN UNDENIABLE POLITICAL FORCE CAPABLE OF RECLAIMING CONTROL OF AT LEAST THREE FOURTHS OF OUR STATE LEGISLATURES.

WE ALSO BELIEVE THAT FOR THE FORCE NEEDED TO TAKE AMERICA BACK TO BECOME REALITY, BELIEVERS IN LAWFUL GOVERNMENT MUST ACCEPT THE FOLLOWING AS FACT.

1. The united States of America have, on behalf of the world’s financial/industrial cartel, been deliberately, systematically, pervasively, and unconstitutionally mismanaged through Federal action exceeding its lawful authority, that this action destroyed key biblical principles secured for us by the Constitution, that the destruction of these principles amounts to national sin, that this sin brought America under judgement, and that our recovery must begin with individual repentance.

2. True repentance requires an acknowledgment of and regret for past sins, a wholehearted surrender to God’s will, the earnest seeking of deliverance, a discarding of the strange Gods that we’ve adopted, and finally, corrective action that will truly honor and serve our living God.

3. needed corrective action can most effectively, efficiently and perhaps only be realized through the preparation and implementation of a carefully designed action plan which recognizes that a problem cannot be solved by only addressing its symptoms nor while ONLY engaged in damage control activity. offensive action is needed! The plan must be a fluid document subject to revision as innovative ideas arise and our political environment changes.

4. We must accept that Medori Severi was right in saying:  "until we abandon our manifold private agendas and unite, we will merely be hapless observers standing at the bottom of a dark, deep pit, wistfully hoping to save the world, but really doing little more than breaking the fall of compatriots who are pushed in on top of us. Only by uniting in a common effort devoid of subjective paradigms will we be able to mold the human spirit upon which we may ascend to freedom....."  BY SAYING WHAT IT MEANS, MEANING WHAT IT SAYS, AND BEING READILY UNDERSTANDABLE, OUR CONSTITUTION IS "DEVOID OF SUBJECTIVE PARADIGMS" AND IS THE ONLY LAWFUL AND LOGICAL ITEM AROUND WHICH AMERICANS SHOULD UNITE. AND FOR NEWT GINGRICH’S INFORMATION, IT’S THE ONLY LAWFUL "CONTRACT WITH AMERICA".

5. We need to honor Gillaume Pitt’s advice saying "every meeting, every conference, and every conversation is a failure that does not produce an army. The first requisite of an army is to subscribe to service....,"  Clearly, such an "army" can best be created via a plan.

6. We need to accept that a plan needing widespread acceptance can only evolve by a draft proposed plan being circulated for review and comment followed by several iterations incorporating applicable comments; that a plan is of no value if left on a shelf to collect dust; that every one is either a part of the problem or the solution in the ongoing war whose outcome will be the liberty in which Christ told us in GAL 5:1 to stand fast or slavery; that by inference a plan demands action which only comes through individual effort; that it’s past time for each of us to choose this day whom we will serve (Josh 24:15), and that anyone unwilling to cooperate and coordinate with others haven’t awakened or are motivated by fear, ego, money or a false God.

7. to be an effective part of the solution, each of us need to help implement a plan and be "networked" with one another through a structure and communications system that will economically provide us with timely and pertinent information needed to do so.

8. We must acknowledge, insist, and act to insure that No one - including our elected and appointed officials in government - are above the law.

UNABLE TO FIND A VIABLE PLAN, THE CNC DRAFTED ONE. IT’S THE SUBJECT OF 60% OF THE BOOK "TO TAME A TYRANT"; THE BALANCE COVERING WHAT WE BELIEVE TO BE AMONG THE MOST IMPORTANT OF THE FEDERAL ACTIONS ALLUDED TO BY THE REPUBLICAN GOVERNORS WHO IN 1994 SAID: "FEDERAL ACTION HAS EXCEEDED THE CLEAR BOUNDS OF ITS JURISDICTION UNDER THE CONSTITUTION AND THUS VIOLATED RIGHTS GUARANTEED TO THE PEOPLE."

WE suggest the three key elements forming the basis for "teaming up" to take America back are:  1. a set of premises upon which the team will rely for its position on issues.  2. a common understanding of the problem we face.  3. a common goal

The cnc cited its premises in 1993. In addition to providing a foundation to build on, we suggest adoption of some undeniable truths is a preemptive act that can help prevent being unfairly labeled as "far right", the "other Americans" or affiliates of some discredited organization.  We suggest every individual and group supportive of lawful government adopt a position paper stating their key beliefs.  Our premises follow.

1. The Declaration of Independence is our Nation's birth certificate and the cornerstone of our Constitution.  Its policies are to be pursued in conducting our Nation's affairs.

2. There can only be one set of Supreme policies and laws for any Nation. For the U.S., the set includes our Declaration of Independence, Constitution for the U.S. (including the Bill of Rights), the Constitution's for the individual States and all lawfully ratified Amendments whose pros, cons, and full impact were understood by voters and their representatives prior to ratification and whose purpose was - and is - in pursuance of the principles, procedures and intent of our Declaration of Independence and Constitution's Preamble.

3. The Bill of Rights are restrictions on government. To be lawful, any action by government cannot infringe upon a Right set forth in the Bill ofRights.

4. Any lawful change to the purpose, policies, principles and/or operational procedures of our duly constituted government must be approved by 75% of our state legislatures. Since no state has ratified major changes to them, EVERY Treaty, Charter, Foreign Constitution, covenant, Legislative Act,International Convention, etc. must be in pursuance of the spirit and intent of our nation's founding documents to be lawful.

5. The Constitution is a Compact between "free and independent states."  Through it, our states, on behalf of we the sovereign people, created the federal government as an AGENT.  As the principals to the Constitution and under the Law of Agency, it is we the people, operating through our State legislatures, who possess the ultimate authority and responsibility for the Constitution's proper interpretation and implementation; not a court nor the congress!!

6. The U. S. Supreme Court was correct in saying:

a. "This Court has regularly and uniformly recognized the supremacy of the Constitution over a treaty." (Reid vs. Covert)

b. "All laws repugnant to the Constitution are null and void." (Marbury vs. Madison)

c. "Where rights secured by the Constitution are involved, there can be no rule making or legislation which would abrogate them." (Miranda vs. Arizona)

7. The Constitution's 10th Amendment stating "the powers not delegated to the United States by the Constitution ... are reserved to the States respectively, or to the people" and the statement in Federalist Paper #41 saying "For what purpose could the numeration of particular powers beinserted if these and all others were meant to be included in the proceeding general power"provide incontestable evidence that the only lawful powers of the Federal Government are those enumerated in the Constitution of the United States.

8. No Federal Agent has, nor has ever had, the lawful authority to dissolve the Constitutional Compact nor distort its purposes and intent as provided in its Preamble and clarified in the Federalist Papers.

PROBLEM - CNC accepts the allegation made by our republican governors in 1994 saying: "federal action has exceeded the clear bounds of its jurisdiction under the Constitution and thus violated rights guaranteed to the people" as an adequate assessment of our problem.

GOAL - Following their allegation, the governors pledged "to restore to the States and the people the prerogatives and freedoms guaranteed them under the Constitution."  The CNC accepts this pledge as a worthy goal.

THIS BRINGS US TO SOME QUESTIONS THAT EACH OF US MUST SERIOUSLY CONSIDER.

1. ISN’T IT AXIOMATIC THAT THOSE AGREEING TO THE ABOVE OR SOME SIMILAR PREMISES, STATEMENT OF THE PROBLEM AND GOAL ARE AUTOMATICALLY MEMBERS OF A TEAM WANTING TO TAKE AMERICA BACK?

2. AND IF WE ARE MEMBERS OF A TEAM DEDICATED TO TAKING AMERICA BACK (A TAB TEAM),  ISN’T THE NEXT QUESTION ONE OF "AM I WILLING TO MAKE A COMMITMENT TO DO WHAT I CAN TO HELP THE TEAM"?

3. FOR THE COMMITTED, THE NEXT QUESTION IS: WHAT ARE THE TEAMS NEEDS THAT I HAVE THE SKILLS AND RE-SOURCES TO SATISFY AND HOW DO I WORK WITH OTHER TEAM MEMBERS TO DO SO? TO ANSWER THESE QUESTIONS, A PLAN IS ESSENTIAL FOR ONLY WITH ONE CAN WE KNOW THE TEAMS NEEDS AND THE ROLE WE MIGHT FULFILL.

ONCE OUR GOAL IS FIRM, WE CAN IDENTIFY THE MAJOR OBJECTIVES WHICH LIE ON ITS CRITICAL PATH; THE OPTIONS WE HAVE FOR PURSUING EACH OBJECTIVE; THE APPLICABLE STRATEGIES AND TACTICS FOR EACH OPTION; THE MOST IMPORTANT ACTIONS NEEDING ATTENTION; THE MISSION AND FUNCTION OF EACH TEAM MAKING UP THE OVERALL TEAM NEEDED TO TAKE AMERICA BACK (TAB TEAMS); THE WAY IN WHICH WE WILL NETWORK WITH ONE ANOTHER ON ACTIONS OF MUTUAL INTEREST WHILE RETAINING OUR OWN IDENTITY AND FREEDOM TO PURSUE OUR SPECIAL INTERESTS; THE STRUCTURE AND SYSTEM THROUGH WHICH WE WILL COMMUNICATE; AND FINALLY, HOW WE WILL SATISFY THE LOGISTICAL NEEDS INHERENT IN IMPLEMENTING THE PLAN. I WILL USE MY FEW REMAINING MINUTES TO BRIEFLY ELABORATE ON THESE ITEMS.

MAJOR OBJECTIVES - we believe these four major objectives lie on our goal’s critical path.

1. We must prevent our constitution from being formally terminated by our states.

2. We must convince those in government to accept that to be lawful, all government acts must be in pursuance with the spirit and intent of our founding documents as set forth in the declaration of independence and our constitution’s preamble.

3. We must get a majority of our civilian and military law enforcement people on our side.

4. We must plan and execute a national economic recovery program.

Options for change - in theory, we have four options for instituting change. We can:

1. Get our elected officials to honor their oath’s of office.

2. Replace those who won’t honor their oath with others who will.

3. Seek needed changes through the courts.

4. Engage in a violent revolution.

The cnc does not find option 4 to have any viability at this time and places little faith in option 3.  We believe our war is of a spiritual nature which will only respond to a political solution.

Strategies for change - thousands of strategies and tactics are available to us.  Among the most promising are:

              Mobile information teams
              Roaming road show
              TAB team
              Community activities
 

Local, county and state level political action coordinating conferences (Discuss viewgraph)

              Grand juries
              TAB team
              Toastmasters
              Roadside signs
              Recall actions

Convincing the minor political parties to cooperate and coordinate with one another and to use the intent of the declaration of independence and our constitution’s preamble as their platform.

Organization and communications - we must organize ourselves in a way that will provide the needed unity on meaningful actions of mutual interest while assuring that each individual and organization is free to pursue their special interests. this is possible as shown on page 197 of my book . Priority actions

1.  The patriot movement’s development and/or adoption of an action plan. As individuals, we must convince the organizations we support to help prepare and implement an action plan and cease supporting those who won’t.

2.  Formation of a minimum of 5,000 local TAB teams.

3.  Establishment of a national implementation team.

4.  Recission or nullification of eo 13107.

5.  Insuring ballot box integrity; i.e., overcoming votescam.

6.  Elimination of selective amendments beyond the original thirteenth.

Since our hostess wouldn’t give me the entire day to cover our plan in detail, you will just have to buy a copy of "to tame a tyrant" if you are serious about wanting to learn more about how cnc thinks we can collectively Take America Back.  And I hope you will for while our plan may not be perfect, it’s the only one we know of and time is of the essence.

I want to stress that the most important element in our plan are the local tab teams. Collectively, they will become a non partisan, undeniable political force comprised of people representing a cross section of society and belonging to a variety of organizations. If victory is to be ours, the TAB teams will be the victors.

The TAB team functions suggest each local team have a secretary/treasurer, librarian, petition
coordinator, communications director, toastmaster, candidate selection and support specialist who might also serve as the teams liaison with its elected officials; a special events coordinator; and someone to sponsor and host Political Action Coordinating Conferences (PACCs).  As you can see, there’s enough to do to keep us all busy.

I’ll close with a quote from pericle’s funeral oration in 431 B.C.  "We alone regard a man who takes no interest in public affairs not as harmless, but as a useless character."  I THANK YOU FOR YOUR TIME AND ATTENTION AND WILL LOOK FORWARD TO WORKING WITH THOSE OF YOU who recognize the value of planning and who choose NOT TO BE LABELED AS USELESS CHARACTERS IN THE EFFORT To Tame a Tyrant.
